UNICEF, Libya; Evaluation of the EUTF funded UNICEF project (2017-20) on resilience building programme for vulnerable children in Libya (March 2020 – September 2020):
UNICEF Libya country office had implemented a resilience building program for vulnerable children in Libya from 2017 to 2020. This program was funded by the EU Emergency Trust Fund for Africa (EUTF). ABH has evaluated this project and assessed the provision of quality improved child protection services to the vulnerable children (boys and girls) and capacity development of child protection actors. It also evaluated the provision of improved formal and non-formal education implemented in appropriate learning environments for girls and boys and assessed the extent to which UNICEF was able to respond to evolving needs of vulnerable children as a result of the shifting context, suited to the eruption of armed conflict in April 2019, and identified best practices and lessons learned. ABH has also assessed the degree to which the institutions and structures supported by this project would require additional support from UNICEF during the next programme phase to continue to provide essential support to children. ABH has designed and implemented the entire study virtually, as due to COVID-19 pandemic mobility restrictions, travel to sites in Libya was constrained.
