What is SafeCare?

SafeCare is an internationally accredited quality improvement methodology designed for healthcare facilities in resource‑limited settings. Developed by PharmAccess Foundation, it provides a structured pathway for facilities to assess, improve, and certify their quality of care. Unlike traditional accreditation systems that can be difficult to achieve, SafeCare offers a stepwise, practical approach that is both achievable and scalable. Its standards are globally recognized and accredited by ISQua‑EEA, ensuring credibility and alignment with international best practices.

We are proud to announce the launch of the SafeCare Initiative in Ethiopia, a globally recognized quality improvement program developed by PharmAccess. As the licensed implementing partner, ABH Partners, in collaboration with the Ministry of Health and the Ethiopian Healthcare Federation, is leading the effort to institutionalize sustainable quality improvement across Ethiopia’s private health sector. SafeCare empowers facilities to measure, monitor, and improve their standards of care while gaining certification that builds trust, competitiveness, and growth. Private health facilities are invited to join today and be part of Ethiopia’s journey toward safer, higher‑quality healthcare.

Why the SafeCare Approach in Ethiopia?

SafeCare focuses on pragmatic, incremental improvements that are achievable under local resource constraints, combining objective measurement with on site coaching so facilities improve processes, environment, teams and tools rather than only pursuing a one off (pass/fail) checklist. This makes it easier to "do the right thing" by redesigning tasks, environments and team roles and harder to continue unsafe practice, while producing standardized data that can be used for benchmarking, financing and policy alignment.

Implementation Process in Ethiopia

ABH, in collaboration with the Ministry of Health (MOH), the Ethiopian Healthcare Federation (EHF), and PharmAccess, will organize stakeholder consultation and co-creation workshops to promote shared ownership and policy alignment in enrolling and sustaining private health facilities in the SafeCare Initiative. The process will include rapid facility assessments to determine readiness and willingness to participate, followed by transparent enrollment based on interest, capacity, and equity considerations. Participating facilities will complete self-assessments and undergo baseline evaluations by trained assessors, leading to the development of customized Quality Improvement Plans (QIPs). Continuous coaching, mentorship, and supervision will support ongoing progress, with monitoring enabled through digital dashboards for real-time tracking and benchmarking. Facilities demonstrating improvement will receive SafeCare certification and public recognition, with the cycle reinforced through refresher training, expansion to new facilities, and integration into Ethiopia’s national accreditation framework.
